PRESS RELEASE: Governor approves Rooney bill expanding the pool of certified nurse aides

TRENTON, N.J. – Gov. Phil Murphy signed a bill Thursday sponsored by Assemblyman Kevin J. Rooney allowing prior work experience to be considered for out-of-state certified nurse aides who want to work in New Jersey. 

“The shortage of critical front-line caregivers is a major underlying factor for patient care throughout the state,” said Rooney (R-Bergen).  “Now we can address that problem by hiring experienced aides who are already living here but are licensed in other states.  This will do a lot to close the ratio gap of aides to patients.”

The New Jersey Hospital Association reported a shortage of workers with about 1,800 part-time and full-time positions unfilled statewide.  These aides assist patients with needs, including feeding, dressing and bathing, under the supervision of a registered nurse or a licensed practical nurse.

The legislation (A2442) codifies state Health Department regulations providing reciprocity for CNAs while also considering work experience.

Applicants seeking a position based on their work history must have two years of experience and pass a clinical skills test and a written and oral competency www.

The bill was unanimously passed by the Assembly and Senate.
