Rooney bill broadening background checks for caregivers at residential homes advances

TRENTON, N.J. – Assemblyman Kevin J. Rooney’s legislation protecting disabled residents by expanding background checks on workers and agencies hired to care for them cleared the Assembly Appropriations Committee Monday. The bill (A5210) passed by an 11-0 vote.

“For the safety and well-being of our most vulnerable residents, we must ensure that care providers are qualified and trustworthy,” said Rooney (R-Bergen). “Thorough background checks are essential to identifying those who may be a threat.”

The bill requires federal and state criminal background checks at least once every two years for residence operators or those who supervise care.

Rooney’s bill reflects recommendations by the state auditor following a review of licensed residential programs serving people with developmental disabilities.
